Rubin Miller, CFA

Rubin is a Partner and Chief Investment Officer at Peltoma Capital Partners. He lives in Austin, TX with his daughter, Olive. He has nearly 20 years of investment experience, starting as a commodities and fixed income trader at The Chicago Board of Trade, then as a Regional Director at Dimensional Fund Advisors, and most recently as a Partner, Senior Financial Advisor and Chief Investment Officer at Perspective Wealth Partners.
Rubin founded Peltoma Capital Partners, in 2023, to help show people that there's a better way to invest. In addition to being a Forbes contributor, he is the acclaimed writer of the Fortunes & Frictions blog, which has readers in over 125 countries and has earned praise from individuals like Josh Brown (CNBC) and Jason Zweig (WSJ). He's recognized as someone who can demystify complicated investment ideas, and takes the time to ensure investors are aligned on the core ideas of what's being implemented on their behalf.
Rubin is a relentless advocate for financial literacy, and a founding committee member of the USC Financial Literacy Festival, which had over 1,000 attendees in its inaugural 2022 event. He was a speaker at both SXSW 2023 + SXSW 2024, in Austin, TX.In early 2024, he became a board member of the University of Southern California (USC) Center for Investment Studies.
He graduated from Kenyon College, and received an MBA in Finance from USC. Rubin earned the National Chess Master title at age 15. He is a CFA charterholder. -

Rachael Levine, CFP ®
Director of Financial Planning, Senior Financial Advisor

Rachael is a Partner and Senior Financial Advisor at Peltoma Capital Partners. She splits her time between Austin, TX and Park City, UT with her husband, daughter, and Australian Shepherd. With over a decade of financial experience, Rachael is passionate about leveraging financial planning to help people reclaim life’s most valuable asset—time—and using it to construct lives of meaning, happiness, and fulfillment.
Before finding her niche at Peltoma, Rachael honed her investment expertise as a Regional Director at Dimensional Fund Advisors. In that role, she oversaw billions of dollars in assets and consulted to many of the nation’s leading financial advisory firms on asset allocation and evidence-based investing principles. She will gladly geek out on investment topics when given the opportunity to do so.
An avid traveler, Rachael is passionate about empowering others to experience the world more deeply. Having ventured through nearly 40 countries, she champions the myriad benefits of sabbaticals, remote work experiences, and long-term travel opportunities.
Rachael graduated magna cum laude from The University of Texas at Austin, earning a BBA in Finance. As a holder of the CERTIFIED FINANCIAL PLANNER™ designation, she is committed to serving clients as a fiduciary, which means acting in the best interests of the client at all times when providing financial advice. -

Emily Moran, CFP®
Associate Advisor

Emily is an Associate Advisor at Peltoma Capital Partners, where she works in both operational and client-servicing capacities to deliver a seamless and personalized experience for every client. Emily currently lives in Charlotte, North Carolina with her fiancé, soon to head west for a year-long adventure in Portland, Oregon.
Before joining Peltoma, Emily was a Senior Associate on the Practice Management team at Dimensional Fund Advisors in Austin, TX. In this role, she consulted to hundreds of financial advisory teams across the country on delivering an exceptional experience for their clients. She leverages this expertise to enhance Peltoma’s client experience.
A magna cum laude graduate from Washington and Lee University, Emily holds a degree in Cognitive and Behavioral Science. Her academic foundation amplifies her unique focus on the interaction of human behavior and financial decision-making. At the core of Emily’s work is a deep commitment to connecting with people and understanding their aspirations. Whether streamlining operational processes or directly engaging with clients, she focuses on building strong, lasting relationships. Receiving her CERTIFIED FINANCIAL PLANNER® designation in April 2026, Emily is excited to continue growing her career in financial planning, deepening her expertise and guiding clients through meaningful financial decisions.
What’s In a Name
At Peltoma Capital Partners, our name tells you everything you need to know. Peltoma is a lake, but more importantly it’s a story about money, values, and what it truly means to be “rich.”
In 1608, wealthy French missionaries washed ashore in Canada. They described the native people they encountered there, the Mi’kmaq tribe, as poor and uncultured. The Mi’kmaq humbly disagreed. They said:
“You are always fighting and quarreling among yourselves; we live peaceably. You are envious and are all the time slandering each other; you are thieves and deceivers; you are covetous, and are neither generous nor kind; as for us, if we have a morsel of bread we share it with our neighbor.”
The Mi'kmaq lived simply, shared what they had with their community, and approached life's pleasures with balance. In their view, that made them rich. While the French may have had more material possessions, the Mi'kmaq had other, greater assets:
ease, comfort, and time.
Peltoma represents that perspective. Inspired by the belief that ease, comfort, and time are the true markers of wealth, we founded this firm to help clients thoughtfully pursue a richer kind of prosperity, whatever it may mean to them.

We’re also a wealth creation firm, and we believe everyone deserves a seat at the table. Our expertise is in engineering financial lives, and that can look different to different people. Complexity is not always tied to asset levels. Therefore, we do not have asset minimums, and our clients’ net worths range from under $1M to over $40M.
